National Consultant for Tonga

About the role

The Economic and Social Commission for Asia and the Pacific (ESCAP) seeks a National Consultant to support the development of resilient and inclusive peri‑urban mobility plans in Tonga. Working remotely under the supervision of the project officer and in coordination with the Regional Consultant and the National Focal Point, the consultant will help translate digital mobility concepts into actionable local policies.

Key responsibilities

• Coordinate the project inception meeting and fact‑finding mission in Nukuʻalofa together with the Regional Consultant.
• Assist in establishing the Technical Advisory Group and provide support to the Regional Consultant as needed.
• Collect and analyse local data for the assessment of resilient rural‑urban and active mobility plans using SUTI+.
• Support Just Transition analysis, focusing on labour implications of digital transformation and employment opportunities for women.
• Facilitate a national stakeholder consultation and capacity‑building workshop.
• Co‑develop a local peri‑urban mobility plan enabled by digital platforms such as MaaS, DRT and shared mobility, building on ESCAP’s existing guidelines.

Required profile

• Relevant academic background in transport planning, urban development, or related fields.
• Experience working on mobility projects in the Asia‑Pacific region.
• Demonstrated ability to work collaboratively with government agencies and stakeholders.
• Strong analytical skills and familiarity with data collection and analysis.
